Even the one year old was able to figure it out. The included hammer was unnecessary though and actually Made it difficult to work the toy. We found that using your hand to smack the lever was much easier and more effective.</span>

I have a 2 year old and a 3 1/2 year old. They really just don't get the point of the game. They liked it for about 10 minutes, but haven't played with it since. The whale tail doesn't launch the penguins very far, and you have to hit the whale pretty hard to get it to launch at all. We got the penguins to hit the little circle marks, but my kids weren't interested. It comes with a little ticket that you insert in the front. It reveals a little picture of a fish. Overall, I'm not sure I recommend the game unless your kids are into this kind of thing. I really had high hopes my kids would like it, but they just don't.</span>

It took a few tries but once they figured out how hard to swing the hammer to get the penguins on the targets, they had a good time launching them and keeping track of how many points they had earned. They took turns, launching all 3 penguins each turn. That meant they had to count up the points they earned from those 3 tries and then add that number to the points they already had. It was good practice for my young kids. The set is well made, the hammer and the whale are nice quality. My boys used the penguins for about 30 minutes, then they wanted to replace them with other things, at first it was other stuffed animals and then toy cars and things like that. Something to be aware of, I'm sure my kids aren't the only ones who will have that idea. I had to make a rule of only soft items in the house. The things don't go really far, they're not likely to break stuff. We did enjoy this set and they play with it about twice a week. I like that it comes with a bag that everything fits in. This set comes with a sort of ticket that slips into the back of the whale game. If you have other toys in this series, I can see how it would be fun to line up all the different games and use the tickets, but if you only have one it's a bit strange.</span>
